The Joint Learning Program at the PSAC Atlantic Triennal Convention
Wanda Thomas and Angela Léger, the Joint Learning Program (JLP) Atlantic Regional Field Coordinators, would like to recognize the JLP Facilitator and Organizer presence at the Public Service Alliance of Canada (PSAC) Atlantic Triennial Convention held in St. John's, Newfoundland from June 23 to 26, 2011. New cycle for the Joint Learning Program
A new cycle for the Joint Learning Program (JLP) began on June 21 at the same time as the new collective agreements for the EB, PA and SV groups went into effect.

Demands for workshops are increasing and interest for memoranda of understanding is also growing. In addition to managing its growth, the JLP is developing new learning opportunities for its clients, members of Public Service Alliance of Canada and their managers and supervisors. Consequently, in the coming months, the JLP will be launching its sixth workshop on the duty to accommodate.

With demands increasing, the JLP faces the challenge of offering more high-quality workshops with the same financial resources. The JLP financial guidelines have ​​also been adjusted in this regard to frame the budgeting exercise.

New Regional Field Coordinator in the Atlantic
The Joint Learning Program (JLP) welcomes Wanda Thomas as the new union Regional Field Coordinator for the Atlantic region. Wanda was a Case Manager at Veterans Affairs Canada. She has been a JLP facilitator since 2007 and has co-facilitated for both the JLP Facilitator Orientation Sessions and the Public Service Alliance of Canada Atlantic School. She has had the opportunity to meet many JLP facilitators and looks forward to working with the JLP community. She began with the JLP on June 20, and can be reached by telephone at 902-721-5773 or by email at thomasw@psac-afpc.com.

Wanda replaces Lynn Jones which will retire on July 8, after 32 years with the Federal Pubic Service, the last five years of her career were spent with the JLP. The JLP congratulates Lynn on her retirement and wish her all the best with her future endeavours. Lynn will be missed by all of her friends at the JLP.

The Joint Learning Program is present at Public Service Alliance of Canada Regional Conventions
The Public Service Alliance of Canada (PSAC) Regional Triennial Conventions are taking place and the Joint Learning Program is present with a booth set up by the regional coordinators.

The first conventions took place from May 13 to 15 in British Columbia and Ontario. The Quebec convention was held from May 27 to 29 while the National Capital Region one took place from June 3 to 5.

The Prairie Congress ran from June 10 to 12 and the North one will follow on June 17 The Atlantic Congress will be the last from June 23 to 26.

Between the PSAC,National Triennial Conventions, the seven regions each held a regional conference. Each regional conference has to elect its Regional Executive Vice-President (REVP) and its replacement REVP. The regional convention may also adopt resolutions for submission to the national convention.

Correctional Service Canada in Atlantic in the Middle of a Workshops Delivery Blitz
The Memorandum of Understanding (MOU) between Correctional Service Canada (CSC) Atlantic, the Union of the Solicitor General Employees, and the Joint Learning Program is in full swing to deliver 40 workshops on Creating a Harassment-Free Workplace (HFW) in two months to CSC employees in Atlantic. Sonja Power, Mike Wilson, Claudette Galant and Nicole Gaudet are the facilitators to deliver this achievment.

The MOU has been put in place to deliver the HFW workshop to all CSC employees in Atlantic. Strategic partnerships allow a department to leverage JLP expertise and materials to provide important training to a large number of their employees. Strategic partnerships currently in effect address employment equity, the diverse workplace, union-management consultation, and the prevention and resolution of harassment.

The Duty to Accomodate Workshop available soon
The soon to be released Joint Learning Program workshop on the Duty to Accommodate is starting its pilot phase. The first pilot session for Stakeholders will be June 13 and 14 in Ottawa.

This will be the first of four pilot sessions to be held around the country to test the content and material in the kit. The other sessions will be held in Montreal on June 28 and 29, in Halifax, on July 6 and 7, and in Vancouver on July 13 and 14. Nathalie Audet and Céline Préfontaine will facilitate these sessions. Based on the feedback received from the participants and the facilitators of the pilot sessions this draft will be adapted following the pilots.

The DTA workshop will be delivered as a one-day workshop. The target audience is Public Service Aliance of Canada members and their corresponding supervisors and managers. The purpose of the workshop is to familiarize employees and managers with the meaning of duty to accommodate, the legal framework as well as the benefits of workplace accommodation for all employees working in the public service.

This workshop will also examine myths and realities associated with workplace accommodation and will help to define Duty to Accommodate as it pertains to the prohibited grounds under the Canadian Human Rights Act, the Employment Equity Act, case law and other relevant legislation.

The DTA workshop will be one of the six topics covered by the Joint Learning Program. The workshop should be launched during fall season.

Third Orientation Session of the Memorandum of Understanding between the Canada Border Services Agency, the Customs and Immigration Union and the Joint Learning Program
The third orientation session under the Memorandum of Understanding (MOU) between the Canada Border Services Agency (CBSA), the Customs and Immigration Union and the Joint Learning Program (JLP) was held May 9 to 13 in Ottawa. By the end of the week, the 18 participants were provided with a strong foundation of facilitation skills and an overview of the JLP program and learning materials. Thus, Ghyslaine Hamel, Nancy Akerley, Bruce Roy, Annik Carrière, Djamel Bouhabel, Gabriel Duteau, Paula-Marie Beaudoin, Valérie-Anne Coté, Stefan Archambeault, Marc-André Charlebois, Marie-Josée Caron, Annie Rochon, Diane Plante, Chantal Rajotte, Yvon, Beaudoin and Sylvie Lee, will have the opportunity to join the CBSA-JLP pool of facilitators. Roger Vaillancourt and Marcia Vergara were the facilitators. This MOU includes the delivery of a one day workshop on creating a harassment-free workplace for all Agency employees and training of the facilitators required for the initiative. The MOU was signed in May 2010 and will be in effect until 2016.

June 7 is the 1,500th workshop day
Today, the 1,500th Joint Learning Program (JLP) workshop is delivered. The workshops delivered today are:

  • Creating a Harassment-Free Workplace (E), Fisheries and Oceans Canada, Ottawa;
  • Creating a Harassment-Free Workplace (F), Public Works and Government Services Canada, Matane;
  • Union-Management Consultation (F), Veterans Affairs Canada, Quebec City;
  • Respecting Differences/Anti-Discrimation (E), Service Canada, Vancouver

The JLP thanks the whole community for this milestone. The JLP's 3,000 facilitators, 3,000 organizers, 30, 000 participants and the 60 host organizations.

Joint Learning Program Atlantic Region Welcomes New Facilitators

The Atlantic Region’s Facilitator Orientation Session was held from April 11 to 15, 2011, in Halifax, Nova Scotia. Participation in this orientation session consisted of individuals from the following departments and Public Service Alliance of Canada (PSAC) components: Canada Border Services Agency, Correctional Services Canada, Department of Fisheries and Oceans, Department of National Defence, Indian and Northern Affairs Canada, Public Health Agency of Canada, Royal Canadian Mounted Police, Veterans Affairs Canada, Customs and Immigration Union, Government Services Union, National, Union of National Defence Employees, and Union of Solicitor General Employees.

Message from the Ontario and Eastern Arctic Region on the 1,000th Workshop
On January 18, 2011, we hosted an Open House at 4900 Yonge Street in Toronto to celebrate the milestone of the Joint Learning Program (JLP) 1,000th workshop! We could not have achieved this milestone without the dedicated efforts of our facilitators, tireless planning efforts by our union and employer organizers and the participants who share their experiences with their fellow public servants and have helped spread the JLP message.

To say thank you and to promote further interest in the JLP, we invited past organizers, participants, facilitators and employees are 4900 Yonge to join us for refreshments and learn more about the JLP. We were honoured to have Sharon DeSouza of the Public Service Alliance of Canada and Christina Prozes of the Ontario Federal Council on hand to assist with the cake cutting. Throughout the Open House, participants were able to mingle with JLP staff and bring back information to share with their union representatives, managers and fellow employees in hopes of helping more workplaces.

Memorandum of Understanding between the Canada Border Services Agency, the Customs and Immigration Union and the Joint Learning Program.
The memorandum of understanding (MOU) between the Canada Border Services Agency (CBSA), the Customs and Immigration Union (CIU) and the Joint Learning Program (JLP) was implemented on February 28 during the Agency’s first facilitator orientation session. Camille Therriault-Power, Vice-President of Human Resources, CBSA, and Ron Moran, National President, CIU, were on hand to support the initiative and speak with participants. Lauralee Larose, Manager, Labour Relations Program, CBSA, as well as JLP co-directors Mark Pecek and Denis Trottier, opened the session by welcoming participants.

By the end of the week, the 19 participants were provided with strong foundation of facilitation skills and an overview of the JLP program and learning materials. Thus, Robin Campbell, Tina Cyr, William Dionne, Chantal-Shawn Harriman, Mandy Hodge, Sandra Kearns, Pete MacGregor, Rhonda Macklin, Woycheshin, Robert Mancini, Tyson Newman, Corinne Reilly, Logan Rutter, Lyne Scott, Lynn Smith-Doiron, Micheline Steele, Brad Valentine, Caroline Walker and Laurie Walker will have the opportunity to join the CBSA-JLP pool of facilitators.

Exemplary Implementation of a Memorandum of Understanding
Engaged and committed to providing Passport Canada Ontario Operations Office employees with training on the prevention and resolution of harassment in the workplace, Passport Canada Ontario Region management and the Public Service Alliance of Canada National Component, Ontario, jointly embarked on a venture to deliver the Joint Learning Program Anti-Harassment workshop to all employees in the region.

Launch of the new Creating a Harassment-Free Workplace Kit
The Joint Learning Program (JLP) announces that the Anti-Harassment kit has been updated under the title Creating a Harassment-Free Workplace. This new document will be used to facilitate the workshop by March 1, 2011.

The goals of the revision are:

  • To update content;
  • Improve the learning approach in certain activities;
  • Clearly identify core activities;
  • Separate Day 1 and Day 2 activities;
  • Ensure that roles and responsibilities in harassment complaint process are addressed in all deliveries of this workshop;
  • Streamline the kit.

For now, only electronic copies that can be found in the facilitators’ Section of the JLP website are available. Paper copies presented in a binder identified to the kit will be distributed in the coming weeks.

JLP will undertake a broader campaign in the coming weeks to raise awareness of the new kit and generate interest in the workshop.

Successful Year for the Joint Learning Program in 2010

The Joint Learning Program (JLP) had a very busy year in 2010. Twelve Orientation sessions were held from coast to coast and as a result the JLP welcomed 194 new facilitators. Clinics were held in different regions supporting 38 facilitators in their delivery of the Respecting Differences/Anti-Discrimination kit.

Other exciting projects and initiatives occurred in 2010. In April the new JLP website was launched. As well the Program achieved a monumental milestone by delivering its 1000th workshop. Celebrations occurred in the regions and in June Public Service employees, managers and the JLP community were invited to mark the milestone with a breakfast held at the Public Service Alliance of Canada Headquarters in Ottawa.

The JLP is proud to be green! Committing to be more environmentally friendly, in November the JLP modified the workshop box to a workshop envelope. Included was an updated promotional pamphlet and the new JLP “clip”. Finally, the renewal of the Joint Learning Program until June 2014 is one of the highlights of the agreements reached by the Public Service Alliance of Canada and the Treasury Board of Canada.

The upcoming year shows no signs of slowing down. The JLP is pleased to announce a new strategic partnership with the signing of a Memorandum of Understanding (MOU) with Canada Border Services Agency (CBSA). These partnerships are integral to the overall objectives of the JLP to promote labour relations in the workplace.

The JLP is also looking forward to the launch of the recently updated Creating a Harassment-Free Workplace kit (formally called the Anti-Harassment kit) and a brand new workshop, Duty to Accommodate. Please keep checking the JLP website for the latest updates on these projects.

With several Orientation sessions planned for 2011 we look forward to welcoming more facilitators into our JLP community. Best wishes in the New Year!

Joint Learning Program Evaluation

Data collection activities for the Joint Learning Program (JLP) evaluation are underway and workshops participants, organizers and facilitators may be contacted to provide a contribution to the study by completing an online survey or a telephone interview.

The purpose of the program evaluation is to assess the JLP’s relevance and performance and to suggest areas for improvement. Results from the evaluation will be used to make any needed changes to the Program.

R.A. Malatest & Associates Ltd., an independent research firm, has been contracted to conduct the evaluation and administer the survey.

Joint Learning Program at the National Managers’ Community – British Columbia Regional Managers’ Fall Forum

Doug Lee, Jennifer Ho and Marshall Jones represented the Joint Learning Program (JLP) at the National Managers’ Community (NMC) – British Columbia Regional Managers’ Fall Forum. This event was held November 23 and 24 2010, in Burnaby. Information about the NMC is available at http://pfc.gc.ca/nmc. The kiosk exhibitors included Environment Canada, Canada Food Inspection Agency, Health Canada, Pacific Federal Council, Joint Learning Program, Canada School of Public Service, National Managers’ Community, Public Works and Government Services (Compensation - Web Applications), Governexx, and Human Rersources ans Social Development Canada -Labour Program.

The organizers encouraged the managers attending to visit each kiosk exhibitor with a signature sheet that included a brief description of each exhibitor. The signature sheet when signed at each exhibit would be used for daily draw prizes. A separate signature sheet was issued for each day.

The interest by managers was encouraging and the interest in the JLP workshops will increase.

Joint Learning Program Renewed

The renewal of the Joint Learning Program until June 2014 is one of the highlights of the tentative agreements reached by the Public Service Alliance of Canada (PSAC) and the Treasury Board of Canada (TB) on October 4.

PSAC reached a tentative deal for new collective agreements for three of its five bargaining units with TB. Agreements for the PA, SV and EB groups will go into force only if they are ratified by members in votes over the coming weeks. Exploratory talks for the Border Services (FB) and Technical Services (TC) groups ended without agreement and regular bargaining will resume in 2011.

Orientation Session for Facilitators in Montreal

Quebec and the National Capital Regions welcomed recently 18 new facilitators. Claudia Amada, Lise Carle, Nancy Deslauriers, Hélène Dupéré, Toufic El-Daher, Denis Galarneau, Marie-Hélène Gauthier Marie Girard, Danielle Hetu, Chih Min Hu, Natasha Jobin, Robert Ian MacQueen, Gilbert Ouellet, Amélie Pinard and Jean Pierre Poggi joined the team of facilitators from the region of Quebec, while Jean-Pierre de Beaumont, Anne-Marie Boutin and Jean-Pierre Ouellet will act as facilitator in the National Capital Region.

Organisers took the opportunity to highlight the 1,000th workshop when particpants received a special pin and they were offered a piece of cake.

The session was held in Montreal from 18 to 22 October 2010. Roger Vaillancourt, Marcia Vergara and Monique Bernier acted as facilitators.

Message to Joint Learning Program Facilitators and Organizers

During the past few months we have been adopting practices in the Joint Learning Program (JLP) which are more environmentally friendly. As a result, effective November 1st 2010, the contents of the box which is currently shipped to every JLP workshop will be modified and sent in an envelope. The envelope will contain tent cards, participant certificates, promotional pamphlets, posters and a JLP “clip” which participants can use to assemble the documents they receive during the workshop. In addition, the envelope for Understanding the Collective Agreement workshops will also contain the “4-step” cards. As a result of these changes we will have significantly reduced the amount of paper distributed during our workshops and also reduced the weight of the materials we ship across the country. We appreciate your understanding during this transition and encourage you to contact the regional field coordinators in your region if you have any questions or concerns regarding this change. Networking Breakfast in the National Capital Region

On September 23 2010, a networking breakfast was held for organizers and facilitators in the National Capital Region (NCR).The event, which was organized by the two NCR Regional Field Coordinators, Linda Iezzi and Alex Roussakis, was a big success. In all, 20 participants including both Joint Learning Program (JLP) Co-directors attended the breakfast.

At this event, Nathalie Audet, Tatiana Avoce, St. Clair Currie, Tom Fitzpatrick, Greg Frankson and Mercédes Sagesse were recognized for their contibution to the JLP in having facilitated five workshops. In the photos, they receive their award from Alex, on the left, and Linda, on the right.

Celebrating the Joint Learning Program’s 1000th workshop

April 14th, 2010 marked an important milestone for the Joint Learning Program (JLP) as it delivered its 1000th workshop. To commemorate this historic moment, the JLP is inviting Public Service employees which Public Service Alliance of Canada (PSAC) is the union and managers to attend a breakfast celebrating this momentous occasion. The festivities will begin at 10 a.m. on June 30th in the J.K. Wyllie Room in the PSAC Building, 233 Gilmour Street, Ottawa. Updating of the Joint Learning Program Website

The Joint Learning Program (JLP) website has recently been updated and now has even more information about the program and JLP workshops. The section on participating in the Program is now more user friendly and provides information on becoming a facilitator, hosting workshops in the workplace and participating in workshops set out in the workshop calendar.

An updated handout for the Union-Management Consultation Kit is now available

An updated version of a handout from the Union - Management Consultation (UMC) kit is now available. The Collective Agreement on "Consultation" and "Joint": A Summary of References handout from Learning Activity 1.2 can be found in the Facilitators only section of the website.  If you are facilitating the UMC workshop, you are encouraged to print this revised handout and replace it with the one that is currently in the kit.

Lynn Jones and Angela Léger, Joint Learning Program (JLP) Atlantic Regional Field Coordinators introduced 18 new JLP Facilitators.  Nicole Baker, Philippe Blanchette, Ms. P, Timothy Hughes, Helen King, Conrad Léger, Nicole Légère, Wilfred MacKinnon, Doreen MacRae, William McDuff, Florence Otuki, Michael Ouellette, Anne Pelletier, Fred Phelan, Patti Rhodenizer, René Robichaud, Tammi Saunders Hillier, and Paul Stead have joined the team of JLP Facilitators in the Atlantic Region.

This orientation session was held in Halifax from March 8 to 12, 2010.


New employees at the Joint Learning Program

With the recent appointment of a joint manager and two new regional field coordinators, the Joint Learning Program is now fully staffed.

In the last few weeks, Denis Trottier, an employee at the Canadian Food Inspection Agency, took on the role of Co-director (Employer). The Regional Field Coordinators appointed are Carol Casey (Union) in the Prairie and Northwest Territories Region, and Linda Iezzi (Union)in the National Capital Region. Ms. Casey works at Environment Canada in Saskatoon, and Ms. Iezzi comes from the Canadian Radio-Television and Telecommunications Commission in Gatineau. They began working with the Program in February.


The Joint Learning Program at the Vancouver Olympic Games

The Joint Learning Program was present at the Vancouver Olympic Games, where Pierre Millette, Communication and Promotion Officer, held a volunteer position from February 8–28.

Mr. Millette is an experienced cross-country skiing race official. He had the opportunity to bring his knowledge and experience to the cross-country events that was set for February 14–28 at Callaghan Valley near Whistler.


The Joint Learning Program at the National Managers Community Professional Development Forum

The Joint Learning Program had a booth at the National Managers Community Professional Development Forum on March 2–3 in Montreal.

Angela Leger, Regional Field Coordinator, Atlantic Region, and Carolle Lajoie, Regional Field Coordinator, Quebec Region, was on hand to welcome over 1,000 expected participants.


Facilitators Orientation Session in Calgary

British Columbia and Yukon Territory and Prairies and Northwest Territories Regions introduce 18 new facilitators. Barry Kong, Amy Huguet, Brian Gray, Daphne Cant, Sam Wiese, Rebecca Davis, Shirley Marwood, Carmel Anderson and Diana Freethey will join the British Columbia and Yukon Territory Region facilitators’ team. Kalpana Gupta, Glen Jermyn, Nadine Lepage, Saskia Veltkamp, Wendy Wood, Preya Dhaliwal, Dina Juras, Timothy Hunt and Jean-Paul Savoie are the new facilitators for the Prairies and Northwest Territories Region.

The Facilitators Orientation Session was held in Calgary from November 30 to December 4, 2009.


Facilitators Orientation Session in Montreal

Quebec, Atlantic and National Capital Regions recently welcomed 18 new facilitators. Myriam Turcotte, Kevin Francis Perron, Marcel Johnson, Keith Lemoine, Jenny Pelletier, Marc Robidoux, Julie Perreault, Pierre Vaillancourt, Patricia Ledoux, Nancy Gélinas and Mélanie Grenier joinded the Quebec region Facilitators Team as René Audet, Caroline Coutu, Nicole Farladeau and Jeannette Proulx are new facilitators for Atlantic Region. ― Diane Beauchamp, Linda Iezzi and Patrick Dorval will act as facilitators in the National Capital region.

The Facilitators Orientation Session was held in Montreal from February 15 to 19, 2010.


A writer at the Joint Learning Program

Sonny Moran, a Joint Learning Program (JLP) facilitator (union) has written a non-fiction book titled Captains of Concrete about the first North American self-propelled ship to be made of concrete. "Various groups have asked me to speak about my book in my free time, and the JLP training I received as a facilitator has assisted me a great deal in my public speaking engagements." says Sonny.

Ila Murphy received an award

Ila Murphy, Joint Learning Program Co-Director (employer) for several years, was awarded recently the Michelle C. Comeau Human Resources Leadership Award.

This award recognizes individuals who have made a significant contribution to the advancement of human resources throughout their careers.


A Joint Learning Program Facilitator Orientation Session in Charlottetown

Lynn Jones and Angela Léger, Joint Learning Program (JLP) Atlantic Regional Field Coordinators introduced eighteen new JLP Facilitators.  Lisle Clarke, Patricia Williams, Kathleen Coady, Debi Buell, Theaston White, Moira Burhoe, Cynthia Gay, Seth Muise, Beth Campbell, Nancy Herve, Don McMahon, Keith Parsons, Debbie Bryan, Carol Richard, Linda Nelson, Donna Rodgers-Grouchy, Lucille LeBlanc, and Beryl MacNeill have joined the team of JLP Facilitators in the Atlantic Region.

In response to the growing number of strategic partnerships between departments and the JLP in the Atlantic region, this orientation was held to increase the compliment of facilitators within departments that have a signed memorandum of understanding with the JLP.  These new facilitators will have opportunities to co-facilitate workshops both within their departments and inter-departmentally throughout the region.

This orientation was held in Charlottetown from January 18 to 22, 2010.
